Cost of Waiting to Buy Means Less Space or Higher Payment
More New Homes Sell in Low $200’s This Year


For Buyers:

Hearing cries for more affordable housing supply, developers have sold more new homes in the low $200’s this year; selling 35% more than they did last year within the same time frame. However, the under $200,000 market remains neglected for additional supply.  As of May 2018, only 6% of new homes sold were under $200,000, 37% were between $200,000 and $300,000 and 41% were between $300,000 and $500,000. This means that properties under $200,000 will continue to appreciate faster than any other price point and homes sold in this price range are only getting smaller.  The annual average home size sold between $100K -$200K, new and resale combined, is currently 1,390sf compared to 1,454sf last year.  That’s a loss of 64sf and roughly the size of a couple of closets.  Since 2014, the annual average home size sold has consistently hovered around 1,975sf.  Those buyers who didn’t want to sacrifice living space paid an average of $22,000 more for a 1,975sf home in the past year.

For Sellers:

Greater Phoenix is officially in the seasonal summer slowdown and contracts in escrow are expected to continue declining overall until the end of the year.  The peak of the market for contract activity usually hits at the end of April, as it did both this year and last year.  So far levels have dropped 17% from the peak, which is closely following last year’s drop of 18% between April and July.  If the 2018 market follows last year and previous years, we can expect contracts in escrow to drop about 4% per month until the end of the year.  This would be considered perfectly normal, anything more could indicate a non-seasonal drop in demand.

What is the Close of Escrow?

Close of escrow in Arizona is the way that title is transferred in a real estate transaction in Arizona. When a buyer and seller enter into a purchase agreement escrow is opened. The process from opening of escrow to closing of escrow typically takes 30-45 days, but in some cases might be less. The close of escrow is marked by the transfer of funds from the buyer to the seller, and the transfer of ownership (title) from the seller to the buyer.

How is Title Transferred?

Closing Escrow

Ways to Sell A Home

Selling a home in Arizona starts the same as many other states. This process usually starts with a seller signing an agreement with a broker to market their property and represent them in the sale of their home. Selling a home in Arizona is similar to many other Western states. Arizona is a what is called an “escrow state” where title is transferred through a title agency that prepares the documents necessary to sell your home. This is a little different compared to the east coast where title is transferred is differently. On the east coast most states are “title states” which require a law office prepare the documents to sell your home.

Buyer’s Inspections

An important part of the home selling process is the buyer’s inspection period. During this period the seller must provide the buyers and their inspectors access to the property. This is the instrument that the buyer uses to communicate what they request to be fixed to the seller. The seller then responds to the buyer’s request and the buyer chooses whether or not they accept that request.

If the buyer is not pleased with the repairs that the seller is willing to perform pursuant to their requests they have the option to cancel the purchase of the home. This is why it is important as a seller to have a good strategy when responding to a repair request. Depending on the market agreeing to fix too little can cause a buyer to cancel their purchase all together.

Signing and Closing

By this time the seller has had to review many documents, respond to BINSRs, and sign their name a lot. One of the final documents the seller and buyer will need to review before signing is the ALTA Settlement Statement. After the ALTA Settlement Statement has been reviewed and the parties agree that all information is correct the seller and buyer can sign.

Once the seller and buyer have signed the loan will fund, title will distribute funds, and the new deed will be recorded at the county. Then the seller will have successfully sold their property.

BINSR (Buyer’s Inspection Notice and Seller’s Response)


You’ve hired a team of professionals and finished your home inspection. You have a list of items that you find deficient. Now what?


The BINSR

The Buyer’s Inspection Notice and Seller’s Response (BINSR) is a document used in conjunction with the Arizona purchase contract. At the end of the 10th day of your inspection period you and your real estate agent will talk about what you want to be repaired/replaced. For example you may need an air conditioning repair, but you may also need to get a complete siding replacement or window replacement if you want to sell your home at the asking price. You may also need to complete major issues around your property such as roofing repairs with the help of residential or commercial roofing services.

Even though the document is titled “Buyer’s Inspection Notice” it is better defined as a request for repairs that were found during the inspection.

The document itself consists of three parts that happen in this order: the request, the response, and acceptance or cancellation.

The seller has responded to the BINSR and the buyer is left with a decision. At this point in the Arizona Association of Realtors Contract the buyer is left with two options: Acceptance or Cancellation.

Acceptance means that the buyer will move forward with the purchase of the home.

Cancellation means that the buyer will cancel the purchase of the home, close escrow, and receive a full refund of the earnest money. As a buyer ultimately it’s up to you if the seller’s response will make or break the house for you.

MLS Sales Outperform non-MLS Sales in Frenzy Market

Supply Under $200K Down 36% Over Last Year

 

For Buyers

Greater Phoenix ended the 1st Quarter 13% lower in supply, which was not helped by a 2% decline in new listings entering the market. All price ranges are below last year’s level of supply with the exception of the $1M+ market, which is up 1.5%.

On the opposite end of the spectrum, supply under $200K is down 36% from last year and all prices in between are down 10%. Buyer competition is typically at it’s strongest at this time of year and is expected to begin tapering off seasonally in May or June.

 

For Sellers

Despite the highly competitive, fast appreciating environment in the $100K-$200K market, more sellers decided not to list their home on the MLS and many chose to sell to an investor instead.

This is ironic considering MLS sales in that price range sell for 12% more per square foot on average compared to normal non-MLS sales, which could equate to a $12,000-$22,000 gap. Additionally, the annual average sales price per square foot rose faster for MLS sales in this range at 7.9% while non-MLS sales rose only 6.0% over the last year.

1. After Your Inspection

The way to cancel a contract during the Covenants, Conditions and Restrictions, CC&Rs for short, the review period is almost identical to that of the Title Commitment Review Period. The Home Owner’s Association (HOA) will send you a copy of the CC&Rs for the house that you are buying. During your review period if you find information that would affect your desire to purchase the house you can cancel.

17% of Sales are Closing Over Asking Price

Phoenix Home Buyers:

The percentage of seller concessions awarded to buyers has dropped down to 24% in the first quarter of 2018 after 2.5 years of consistently landing between 26%-28%, yet another indicator of dwindling buyer negotiating power in a prolonged supply shortage.

The highest percentage of closings with seller concessions in the last 30 days were sale prices between $150K-$250K at 30-36%. Buyers were most likely to get closing costs in Youngtown at 54%, followed by Buckeye at 52%.

Cities with the smallest percentage of closing costs were in affluent and retirement areas such as Paradise Valley, Sun City West and Sun Lakes at 2-3%.

 

Phoenix Home Sellers:

The percentage of successful sales over asking price is increasing. So far in March, 17% of sales closed over list price, last March it was 14%. Properties sold between $100K-$200K had the highest percentage at 24%, followed by the $200K-$300K range at 18%.

The market between $300K-$1M is the most improved with 12% sold over list compared to only 7% last March. There were zero sales over list in the market over $1M. Areas with the highest percentage are El Mirage and Youngtown, both at 50%, followed by Tolleson with 45.5% of sales closing over asking price.
